Need/Justification for a Mississippi Urban Deer Management Program
(This document list the formative guidelines regarding the MUDMBP Program. As further developments occur it will be updated on this web site at this location).
Whitetail deer abundance is becoming problematic in many areas in our state. Complaints arise from deer depredation on gardens, shrubbery, and agricultural crops. Their abundance is even dangerous, as deer-vehicle collisions are on the rise. Deer-vehicle collisions are both expensive and dangerous. In 1995, a study estimated that vehicle repair costs from deer-vehicle collisions exceeded $1.1 billion annually. The study also estimated that 29,000 human injuries and 211 deaths occur annually from deer-vehicle collisions. This program (MUDBMP) is being created to help control urban deer overpopulation and the detrimental effects of same by the fact that bowhunters can provide valuable, necessary, safe, ethical and efficient game management.

Issues That Need Addressing for the MUDBMP
- Announcement/Marketing/Publicity/Promoting the availability of the MUDMBP program. (Newspapers both state and local, web sites, outdoor magazine announcements etc.)
- Training/Certification / of the participating bowhunters. (i.e. consistently place broadheads in a 6 inch target at 30 yards etc.)
- Public Requesting Service Technique (How would an interested citizen request/procure/obtain/apply for/ services of the MUDMBP?)

- Utilization Options for the Harvested Deer (Hunter keeps all harvested game, offers to process and donate to requesting citizen, donates processed meat to orphanages, group homes etc.)
- Laws/Community Regulations that prohibit hunting in city limits and other urban areas.
- Would/Could the MUDMBP Program be available out of normal hunting season? (i.e., Feb 1 ? Sept 30 of each year)
- What Legislative Assistance would be required for MUDMBP to be functional and fall within the current game laws?
- Means/Technique for Auditing/Evaluating/Critiquing the MUDBMP Program. (Periodic evaluation of the effectiveness of the program will be necessary for it to continue).
- Scheduling Participant Proficiency Certification (The Mississippi Bowhunters Association will assume the responsibility of documenting a participant's eligibility to participant in this program and will set scheduled periodic dates for potential participants to qualify as members of the program. The proficiency criteria will be determined by the MBA staff. There will be a $10.00 application fee required from each MUDBMP applicant to help defray the expense of offering the program, processing the certificates, etc.
- Participant Failure to Maintain MUDBMP Standards ( The Mississippi Bowhunters Association will be responsible for evaluating the participating MUDMBP members proficiency and will have the obligation/authority to revoke any participants privileges if he/she fails to meet the defined proficiency standards of participation.
- Equitable MUDMBP Member Participation will be assured by having an equitable member participation clause in place so that each participating member of the MUDMBP program will have an equal opportunity to participate in the program. This participation assurance will be monitored and enforced by the MUDMBP staff.
- Issuing a MUDBMP hunting permit to sanctioned participants will be done by/and/ under the auspices of the MUDBMP Program Staff. This MUDBMP hunting permit must be in the possession of the sanctioned/certified MUDBMP participant while bowhunting (for the program).
Benefits/Features of MUDBMP
- This program is being created to help control Urban deer overpopulation and the detrimental effects of same by the fact that bowhunters can provide valuable, necessary, safe, ethical and efficient game management.
- Beneficial Utilization of natural wildlife resources would be a 'spin-off' of this program.
- Most cost effective means of deer overpopulation control.
- All Costs are the responsibility of the participating bowhunter.
- The time, effort and motivation of a MUDMBP program are supplied by the participant bowhunter's desire to harvest a deer, not wages or contract obligations.
- A MUDBMP program would have the advantage of being able to apply pressure to the deer population at sites where problems occur.
